A BILL FOR AN ACT

 

 

relating to firearms.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of public safety shall establish a voluntary firearm buyback center in each county in the State.  Each center shall adopt a "no questions asked" policy and allow citizens to turn in any unwanted firearm in return for compensation.

     (b)  The department shall adopt rules in accordance with chapter 91 to implement this section.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2021-2022 and the same sum or so much thereof as may be necessary for fiscal year 2022-2023 for the establishment of a firearm buyback center in each county in the State.

     The sums appropriated shall be expended by the department of public safety for the purposes of this Act.


     SECTION 3.  This Act shall take effect on July 1, 2021.
