HOUSE RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF TRANSPORTATION SERVICES OF THE CITY AND COUNTY OF HONOLULU TO CONDUCT A TRAFFIC safety ANALYSIS regarding the implementation of TRAFFIC CALMING SYSTEMS throughout state house district 38.

 

 

 


     WHEREAS, traffic congestion is often cited as a contributing factor to aggressive driving, including speeding; and

 

     WHEREAS, the increase in traffic congestion and speeding throughout the State has increased the risk of harm to drivers, passengers, bicyclists, and pedestrians; and

 

     WHEREAS, all vehicles, including automobiles, motorcycles, mopeds, and bicycles, are capable of speeding; and

 

     WHEREAS, according to the National Highway Traffic Safety Administration of the United States Department of Transportation, speeding was involved in forty-four percent of all traffic fatalities in Hawaii in 2018; and

 

     WHEREAS, because traffic safety is of paramount importance to residents and visitors alike, implementation of more effective methods to deter speeding and enforce speed limits, including traffic calming systems, is necessary; and

 

     WHEREAS, traffic calming is a method used to deter speeding by managing the flow of traffic using physical designs and devices, including narrow lanes, speed bumps, speed tables, raised crosswalks and intersections, and roundabouts; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the Department of Transportation Services of the City and County of Honolulu is requested to conduct a comprehensive traffic safety analysis regarding the implementation of traffic calming systems throughout State House District 38 to deter speeding on various city surface streets; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation Services of the City and County of Honolulu is also requested to take immediate action to implement traffic calming systems in the following locations in Waipahu:

 

     (1)  Kahuanui Street;

 

     (2)  Paiwa Street;

 

     (3)  Waipahu Street between Kahuanui Street and Mahoe Street; and

 

     (4)  Loaa Street and Aiki Street; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of the Department of Transportation Services of the City and County of Honolulu.
