HOUSE CONCURRENT

RESOLUTION

 

 

requesting the Department of Accounting and General Services to  defer its proposed renovations of the Hawaii State Capitol reflecting pool.

 

 

 


     WHEREAS, the Hawaii State Capitol building is listed on the Hawaii Register of Historic Places and the National Register of Historic Places; and

 

     WHEREAS, the Department of Accounting and General Services is charged under section 26-6(b)(6), Hawaii Revised Statutes, for the maintenance of public buildings; and

 

     WHEREAS, the State Capitol Management Committee, established under section 6E-34.5, Hawaii Revised Statutes, has oversight and management responsibility for the reflecting pool surrounding the State Capitol; and

 

     WHEREAS, the Department of Accounting and General Services expends approximately $120,000 annually for the physical maintenance of the State Capitol reflecting pool; and

 

     WHEREAS, the reflecting pool faces significant maintenance challenges attributable to inadequate water circulation, high saline content, inadequacy of the water proofing membrane, and the sheer surface area and volume of water; and

 

     WHEREAS, Hawaii faces serious long-term financial constraints from the economic impact of the COVID-19 pandemic; and

 

     WHEREAS, the Department of Accounting and General Services is requesting $30,000,000 for the next fiscal biennium to renovate and repair the reflecting pool; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the Senate concurring, that the Department of Accounting and General Services is requested to defer its proposed renovations of the State Capitol reflecting pool; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to dedicate its resources toward areas of the reflecting pool that require immediate repair; and

 

     BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to conduct a study to determine alternative uses for the area occupied by the reflecting pool that maintain its cultural significance and enhance the public spaces of the Hawaii State Capitol; and

 

     BE IT FURTHER RESOLVED that upon completion of the study, the Department of Accounting and General Services is requested to submit the study to the Legislature for comment and approval; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Comptroller, Administrator of the State Historic Preservation Division of the Department of Land and Natural Resources, Chairperson of the State Capitol Management Committee, Dean of the University of Hawaii School of Architecture, and President of the Hawaii State Council of the American Institute of Architects.
