A BILL FOR AN ACT

 

 

RELating to coronavirus data.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


    SECTION 1: The legislature finds that coronavirus cases continue to rise steadily in the State of Hawaii and nationwide, raising concerns for public health and the state of the economy.

The legislature further finds that the department of health’s covid-19 webpage and additional reports show insufficient datapoints on specific locations where individuals have contracted the virus. Currently, cluster cases are only reported according to the category of exposure setting, including, but not limited to educational settings, congregate shelters, food service establishments, retail establishments, lodging and tourism, and places of worship. In addition, statewide covid-19 maps report positive cases according to zip code tabulation, which covers too large a geographical area.

The legislature finds that by disclosing data that pinpoints where cluster cases have been confirmed, the public would be better informed about which areas or establishments to avoid visiting for the protection of themselves and their close contacts. This would especially benefit at-risk populations, including those with preexisting conditions, the elderly, and frontline workers with high risk of exposure to the virus.  

Accordingly, the purpose of this Act is to require the department of health to disclose the exact location where covid-19 cluster cases have originated in each county, including the name and address of each establishment, and the number of individuals involved in each case. Data must be updated every seven calendar days and made available for public view.

SECTION 2.  This Act shall take effect upon its approval.
