STAND. COM. REP. NO. 1189
RE: H.C.R. No. 91
Honorable Scott K. Saiki
Speaker, House of Representatives
Thirty-First State Legislature
Regular Session of 2021
State of Hawaii
Your Committee on Pandemic & Disaster Preparedness, to which was referred H.C.R. No. 91 entitled:
"HOUSE CONCURRENT RESOLUTION REQUESTING THE HAWAII EMERGENCY MANAGEMENT AGENCY CONVENE A RESILIENCY HEALTH DISASTER TASK FORCE TO DEVELOP A COORDINATED STATEWIDE RESILIENCY HEALTH DISASTER PLAN,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from one individual. Your Committee received comments on this measure from the Department of Human Services and Hawaii Emergency Management Agency.
Your Committee finds that Hawaii is vulnerable to a wide range of economic, social, and environmental hazards that threaten the health, safety, and well-being of its people. Your Committee further finds that many of these challenges disproportionately impact low-income communities and small businesses, who are often not prepared for such events. This measure provides for the development of a coordinated statewide resiliency health disaster plan to help ensure that local residents and businesses are prepared for the impact of future health-related disasters.
As affirmed by the record of votes of the members of your Committee on Pandemic & Disaster Preparedness that is attached to this report, your Committee concurs with the intent and purpose of H.C.R. No. 91 and recommends that it be referred to your Committee on Finance.
Respectfully submitted on behalf of the members of the Committee on Pandemic & Disaster Preparedness,
LINDA ICHIYAMA, Chair
