     Your Committee on Finance, to which was referred H.B. No. 1147 entitled:

 

"A BILL FOR AN ACT RELATING TO THE STATE BUDGET,"

 

begs leave to report as follows:

 

     The purpose of this measure is to appropriate funds for capital improvement projects for fiscal biennium 2021-2023.

 

     Your Committee received testimony in support of this measure from the Department of Land and Natural Resources; Office of Planning; University of Hawaii System; Department of Agriculture; Department of Hawaiian Home Lands; Department of Public Safety; Hawaii Public Housing Authority; Department of Defense; Department of Accounting and General Services; Hawaii Housing Finance and Development Corporation; Department of Education; Hawaii State Public Library System; Department of Health; Hawaii Interagency Council for Transit-Oriented Development; County of Maui Department of Water Supply; Department of Water Supply, County of Hawaii; Catholic Charities Hawaii; Partners In Care; The Institute for Human Services, Inc.; AARP Hawaii; American Bird Conservancy; Hope Services Hawaii; Community Alliance Partners; and five individuals.  Your Committee received comments on this measure from the Department of Budget and Finance, Department of Transportation, Hawaii Health Systems Corporation, and Agribusiness Development Corporation.

 

     Your Committee finds that capital improvement projects are essential to our economy and play a pivotal role in building social infrastructure and helping to strengthen communities.  This this measure provides an opportunity to invest in the State's infrastructure while remaining fiscally prudent.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1147 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
