Prohibits purposeful harassment with the intent to prevent the taking of fish from persons who are fishing.

Adjusts shoreline setback requirements by taking into consideration rising sea levels.

RELATING TO LAY NETS.

Prohibits the abandonment of lay nets used for fishing.  Authorizes DLNR to issue permits for the use and possession of lay nets.  Requires DLNR to establish a comprehensive, statewide lay net education and enforcement program.

RELATING TO ACCESS TO PUBLIC PROPERTY.

Amends section 115-9 of the Hawaii Revised Statutes to include beaches in the list of public property to which a person may not obstruct access and creates a one hundred dollar penalty for a first conviction of the section.

RELATING TO THE LAND CONSERVATION FUND.

Removes the monetary cap for the amount of conveyance taxes collected that can be paid into the land conservation fund.

Appropriates funds for the establishment of a tree planting program, to be implemented by the Kaulunani urban and community forestry program within the department of land and natural resources' division of forestry and wildlife, including the establishment of a community partnership coordinator position.

RELATING TO FORESTRY.

Establishes a fund to increase the existing plant stocks, invest in public outreach and renovate the equipment and facilities of the state tree nursery.

Appropriates funds to the department of land and natural resources division of forestry and wildlife for invasive species technician positions in the county of Hawaii to address invasive plants and animals.
