RELATING TO VEHICLE INSPECTIONS. Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the DOT. Takes effect on 7/1/2050. (HD1)

RELATING TO NON-GENERAL FUNDS. Abolishes, repeals, or reclassifies various non-general funds of the department of transportation. Effective 7/1/2050. (HD2)

RELATING TO CHILD PASSENGER RESTRAINTS. Amends requirements for child passengers. Requires rear facing child safety seats for children under two years of age. Raises certain fines for violations. Takes effect on 7/1/2050. (HD1)

RELATING TO TRAFFIC VIOLATIONS. Requires additional circumstances under which every motor vehicle, including motorcycles, motor scooters, and motorized bicycles, moving on any public highway in the State must display its lighted head lamps. Takes effect on 7/1/2050. (HD2)

RELATING TO ABANDONED AND DERELICT VEHICLES. Establishes the abandoned and derelict vehicles task force to make recommendations to ensure the proper identification and disposal of abandoned and derelict vehicles left on the State's highways. Appropriates moneys. Effective 7/1/2050. (HD1)

RELATING TO ELECTRIC VEHICLES. Authorizes each county to adopt ordinances to enforce section 291-71, Hawaii Revised Statutes, including through the establishment of penalties for failure to comply with its requirements or make reasonable efforts to maintain electric vehicle charging stations in working order. Clarifies that certain enforcement officers may enter private property to enforce electric vehicle parking space violations. Takes effect on 7/1/2050. (HD1)
