RELATING TO FEMININE HYGIENE PRODUCTS.

Promotes menstrual equity by providing an exemption from the GET, beginning October 1, 2020, for the sale of feminine hygiene products in the State.  Appropriates funds to the DOE to make feminine hygiene products available to students for free on public secondary school campuses.

Status

RELATING TO EDUCATION.

Establishes a working group to create a state plan to make FAFSA completion a statewide graduation requirement and an opt-out waiver for FAFSA completion by the 2022-2023 school year.  Appropriates funds.

RELATING TO BULLYING.

Appropriates funds for selected public middle school teachers to attend an evidence-informed or evidence-based and culturally relevant bullying intervention training session and for those selected public middle school teachers to provide training on bullying intervention to other public school employees in their respective schools.  Appropriates funds.

RELATING TO THE HAWAI'I SCHOOL FOR THE DEAF AND BLIND.

Creates a Board of Trustees for the Hawai‘i School for the Deaf and Blind to establish an independent governance structure for the school.

RELATING TO ATHLETICS.

Requires that DOE and athletic leagues and associations allow charter school students wishing to participate in a sport for which there is no program at the charter school in the service area where the student resides, to participate in a comparable DOE school sports program in the service area where the student resides or in an adjacent service area at no additional cost to the student.  Specifies that charter school students be represented by the DOE school for athletic league or association business.

Status

RELATING TO CHARTER SCHOOLS.

Provides funding for the rental or lease of facilities through legislative appropriations and bond authorizations to the State Public Charter School Commission for the design, planning, construction, repair, and maintenance of public charter school improvements.  Appropriates general funds for infrastructure costs, lease or rent assistance, and repair and maintenance of network infrastructure for charter schools.

RELATING TO EDUCATION.

Amends the minimum qualifications for nominees to the State Public Charter School Commission to require residency in the State.  Provides that commission members may be reimbursed for necessary and reasonable travel expenses incurred in the conduct of official commission business.

RELATING TO INDIVIDUAL SPORTS.

Allows home-schooled, high school-age students to participate as unattached competitors in individual sports available to the public school that the student would otherwise be required to attend.

Establishes the Moanalua high school performing arts center special fund for the repair and maintenance of the performing arts center.

Status

MAKING AN APPROPRIATION FOR SCHOOLS IN THE NANAKULI-WAIANAE COMPLEX AREA.

Appropriates funds for schools in the Nanakuli-Waianae complex area for capital improvement projects to install, repair, and maintain air conditioning in those schools.

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony should indicate:

·    Testifier's name with position/title and organization;

·    The Committee(s) to which the comments are directed;

·    The date and time of the hearing; and

·    Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
