RELATING TO THEFT IN THE SECOND DEGREE.

Amends the offense of theft in the second degree to include theft of property commonly used to store items of personal or monetary value, including any purse, handbag, or wallet.

RELATING TO THEFT.

Creates the offense of theft of a bicycle as a class C felony.

RELATING TO PUBLIC ORDER.

Establishes the offense of urinating or defecating in public within business districts.

RELATING TO LITTERING.

Increases the maximum civil fine for littering on a public highway from $500 to $1,000.  Increases the maximum civil penalty for violations of litter control from $500 to $1,000.  Increases the criminal fine for the offense of criminal littering from $1,000 to $5,000.

RELATING TO OFFENSES AGAINST VULNERABLE PERSONS.

Adds the acts of killing or inflicting serious or substantial bodily injury upon a pregnant woman in the course of committing or attempting to commit a felony, to the offenses for which a person is subject to an extended or mandatory minimum term of imprisonment.

Status

RELATING TO SEXUAL OFFENSES.

Amends the offense of solicitation of a minor for prostitution by specifying that the act of offering or agreeing to any type of consideration, rather than payment of a fee, constitutes solicitation of a minor.  Makes solicitation of a minor a class B felony.  Clarifies that the offender's state of mind is not required when the person solicited is a law enforcement officer who holds themselves out as a minor.

Status

RELATING TO SEX OFFENSES.

Imposes a criminal penalty on any parent, guardian, or person having custody or control of a minor that offers or agrees for consideration for the purpose of another person having sexual conduct with the minor.  Imposes a criminal penalty on any person that entices a parent, guardian, or person having custody or control of a minor by electronic means for the purposes of having sexual conduct with the minor.

Status

RELATING TO SEXUAL HARASSMENT.

Requires employers that employee 50 or more employees to file regular electronic reports with the Hawaii Civil Rights Commission (HCRC) on legal settlements regarding sexual harassment.  Requires HCRC to publish and make accessible to the public on the commission's website quantitative information about such legal settlements.

RELATING TO PROSECUTORIAL TRANSPARENCY.

Requires the offices of the prosecuting attorney of the respective counties to collect and publish certain data relating to criminal defendants and prosecutorial decision-making.  Requires governor to establish a prosecutorial transparency advisory board.

Status

RELATING TO THE HAWAII STATE LESBIAN, GAY, BISEXUAL, TRANSGENDER, QUEER, PLUS COMMISSION.

Establishes the Hawaii State Lesbian, Gay, Bisexual, Transgender, Queer, Plus Commission.  Appropriates funds.  Effective 12/31/2059.  (HD1)

Status

RELATING TO HAWAIIAN HOME LANDS.

Requires at least 5 Hawaiian Homes Commission members to be native Hawaiian or current Hawaiian homestead lessees; and at least 2 of those 5 to be on the waitlist for Hawaiian home lands.  Authorizes commission members to elect a chairperson and vice chairperson.  Creates the position of Director of Hawaiian Home Lands and separates the Director's responsibilities from those of the Chairperson of the Commission.  Effective July 1, 2050.  (HD1)

Status

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Prohibits lessees who sell or transfer land from obtaining subsequent leases of the same class of land unless the subsequent lease is acquired pursuant to section 209 of the Hawaiian Homes Commission Act, 1920, as amended, or the prior lease interest held by the lessee was a partial interest held with another lessee or lessees.  Effective 7/1/2050.  (HD1)
