Establishes 1 additional district court judgeship in the District Court of the Second Circuit.

RELATING TO THE JUDICIARY.

Appropriates supplemental funds for the Judiciary for the fiscal biennium beginning 7/1/2019, and ending 6/30/2021.

RELATING TO JUDICIAL ENFORCEMENT OF THE UNIFORM INFORMATION PRACTICES ACT.

Provides procedural requirements for judicial review of an agency's denial of access to a government record.  Provides procedural requirements and standards of review upon appeal.

RELATING TO THE PENAL CODE.

Requires the judicial council to conduct a comprehensive review of the penal code and to recommend proposed changes.  Requires judiciary council to appoint an advisory committee to assist in the review, and allows the council to also appoint a reporter and clerical staff as necessary.  Requires the advisory committee to report to the legislature.  Makes an appropriation.

      Status & Testimony

PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII TO AUTHORIZE THE LEGISLATURE TO ESTABLISH A SURCHARGE ON REAL PROPERTY TO FUND INFRASTRUCTURE IMPROVEMENTS NEAR RAPID TRANSIT STATIONS.

Proposes an amendment to the Constitution of the State of Hawaii to authorize the State legislature to establish a surcharge on taxation of real property near rapid transit stations for the purpose of funding infrastructure improvements in those areas.

Clarifies applicable expert witness fees for testimony, preparation, per diem, and in-court attendance in state court criminal proceedings.

Requires the Judiciary to establish a 5-year pilot program for restorative justice.  Requires the judiciary to inform various criminal attorneys of the existence of the pilot program.  Appropriates funds.

RELATING TO ARRANGEMENT OF CANDIDATE NAMES ON BALLOTS.

Requires candidate names to be randomized on individual ballots and across precincts.
