RELATING TO THE DOWNPAYMENT LOAN LOSS RESERVE PROGRAM.

Establishes a downpayment loan loss reserve program to address downpayment loan defaults under the Hawaii Housing Finance and Development Corporation's downpayment loan assistance program. Establishes one downpayment loan loss reserve administrator position.  Appropriates funds for the program and administrator position.  Takes effect 7/1/2025.

Requires all habitat conservation plans to include an agreement for plan participants to enter into and maintain an annual service contract with a stand-by and response facility available to provide emergency medical and rehabilitation services to native wildlife affected by activities undertaken within the plan area.  Effective 7/1/2150.

Authorizes the withholding and revocation of vehicle registrations and driver's licenses for those who abandon a vehicle under specified conditions.  Authorizes the assessment and collection of charges relating to abandoned and derelict vehicles.  Takes effect on 7/1/2050.

Authorizes the issuance of general obligation bonds to finance plans for a state archives master plan.  Appropriates funds.  Takes effect on 1/1/2050.

RELATING TO THE EMPLOYMENT OF A MINOR.

Requires a studio teacher to accompany, supervise, and advocate on behalf of a minor whenever the minor is on set and a variance from the work hour restrictions to allowable theatrical employment is granted, when employed for theatrical purposes.  Defines "studio teacher".  Takes effect 1/1/2050.

RELATING TO WORKFORCE DEVELOPMENT.

Establishes the state YouthBuild Program to assist non-profit and public entities in applying and qualifying for federal YouthBuild Program grants.  Authorizes DLIR to award grants to eligible non-profit or public entities to meet the matching funds requirement for federal YouthBuild grant awards.  Appropriates funds.  Effective 1/1/2050.

RELATING TO RESEARCH AND TECHNOLOGY GRANTS.

Establishes the research and technology grant program within the Hawaii technology development corporation to provide grants to qualified research and technology companies in Hawaii for eligible projects.  Establishes program guidelines and eligibility criteria for research and technology companies.  Requires eligible projects to foster science, technology, engineering, or mathematics education at the K-12 or university levels.  Appropriates funds to the program.  Takes effect on 7/1/2112.

RELATING TO THE ALTERNATIVE ENERGY RESEARCH AND DEVELOPMENT FUND.

Extends the alternative energy research and development revolving fund lapse date from 6/30/2020 to 6/30/2021.  Appropriates funds for the provision of grants by the Hawaii technology development corporation.  Takes effect on 7/1/2112.

RELATING TO THE HAWAII FILM AND CREATIVE INDUSTRIES DEVELOPMENT SPECIAL FUND.

Makes an appropriation out of the Hawaii Film and Creative Industries Development Special Fund.  Makes a housekeeping, technical amendment to section 201-113, Hawaii Revised Statutes.  Takes effect on 7/1/2112.

·    The date and time of the hearing; and

·    Measure number. 

 

While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may be distributed to the Committee after the hearing.

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.
