Establishes clean ground transportation goals for state agencies on a staggered basis until achieving a 100 per cent light-duty motor vehicle clean fleet by 12/31/2035, and for all light-duty motor vehicles in the State by 12/31/2045. Effective 7/1/2050.

RELATING TO GRID-INTERACTIVE WATER HEATER SYSTEMS.

Commencing January 1, 2022, prohibits the issuance of building permits for new multi-unit dwellings that do not include grid-interactive water heater systems. Requires the PUC to establish standards for the systems. Effective 7/1/2050.

RELATING TO A COAL-FREE HAWAII.

Beginning 6/30/2020, prohibits the approval of certain agreements, construction, or purchase with regard to using coal for electric generation. Prohibits the issuance or renewal of covered source air permits for coal-burning electricity generation facilities after 12/31/2022. Prohibits an independent power producer from passing on the environmental response, energy, and food security tax onto a purchasing utility company. Effective 7/1/2050.

Appropriates funds for repair, restoration, and maintenance of Iolani Palace. Requires DLNR to conduct a structural and electrical survey of Iolani Place and submit to the legislature a five- to ten-year working plan for Iolani Palace to proceed with repair, restoration, and maintenance work on the property. Takes effect on 7/1/2050.

RELATING TO LITTLE FIRE ANTS.

Authorizes DOA, in conjunction with the Hawaii Ant Lab, to identify best practices for the treatment of little fire ants. Requires DOA to post those best practices on its website. Requires applicants for a pest control operator license to be tested on knowledge of DOA current best practices for eradication of little fire ants. Subjects a pest control operator to potential licensing sanctions for failure to report known or suspected cases of little fire ants. Effective 7/1/2050.

RELATING TO INVASIVE SPECIES.

Establishes a pilot program within the Aina Mauna legacy program of DHHL to remove and harvest gorse from Mauna Kea and develop it as a marketable product to expand economic opportunities for native Hawaiians. Requires reports to the legislature. Appropriates funds. Effective 7/1/2050.

Requires the DLNR to issue commercial marine licenses. Provides that a single commercial marine vessel license satisfies the licensure requirement for all persons aboard the licensed vessel. Requires any person who provides fishing charter services to obtain a commercial marine license. Effective 7/1/2050.

Appropriates funds to provide DLNR with necessary resources associated with the marine 30x30 initiative, including funds for team and staff travel, strategic communication and outreach, professional facilitation, and management plan development. Effective 7/1/2050.

RELATING TO HAWAIIAN HOME LANDS.

Requires at least 5 Hawaiian Homes Commission members to be Native Hawaiian or current Hawaiian homestead lessees; and at least 2 of those 5 to be on the waitlist for Hawaiian home lands. Authorizes commission members to elect a chairperson and vice chairperson. Creates the position of Director of Hawaiian Home Lands and separates the Director's responsibilities from those of the Chairperson of the Commission. Effective July 1, 2050.

Amends the nominating authority of the representatives of the Heeia community development district, Kalaeloa community development district, and Kakaako community development district that serve on the Hawaii community development authority. Effective 7/1/2050.

RELATING TO REAL PROPERTY TRANSACTIONS.

Requires that mandatory seller disclosures in real estate transactions include identification of residential real properties lying within the sea level rise exposure area as designated by the Hawaii climate change mitigation and adaptation commission or its successor. Effective 12/31/2050.

RELATING TO AFFORDABLE HOUSING.

Requires the State Historic Preservation Division to contract its review of proposed state projects, projects on privately owned historic property, and projects affecting historic properties to third-party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within 60 days. Effective 7/1/2050.

Status

RELATING TO PUBLIC LANDS.

Authorizes the designation of areas or regions of public lands classified as commercial, industrial, resort and hotel, and the establishment and implementation of guidelines for the redevelopment of the areas or regions. Designates the public lands on the Waiakea peninsula on the island of Hawaii as the Waiakea Peninsula Redevelopment District. Allows the Board of Land and Natural Resources to issue a rent reduction or waiver for certain lessees' expenses for demolition or provision of basic infrastructure. Authorizes a local redevelopment agency to contract with a developer for construction of non-residential projects on public land within a redevelopment area. Exempts the costs of construction of work or improvements of a redevelopment project from general excise and use taxes. Takes effect upon the County of Hawaii repealing the Banyan Drive Hawaii redevelopment agency. Makes an appropriation. Effective 7/1/2050.

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT.

Extends the time that the Department of Agriculture may certify important agricultural lands qualified agricultural costs for purposes of the important qualified agricultural costs tax credit through the 2030 tax year. Effective 7/1/2050.

RELATING TO NON-AGRICULTURAL PARK LANDS.

Requires DLNR to transfer to DOA specified non-agricultural park lands by a specified deadline. Requires DLNR and DOA to jointly report on the status of the land transfer. Amends the definition of "agricultural activities" used in chapter 166E, HRS. Effective 7/1/2050.
