RELATING TO PROFESSIONAL AND VOCATIONAL LICENSURE.

Specifies the documentation needed for a military spouse to receive a temporary licensure by endorsement. Requires issuance of the license within an unspecified number of days of the application and supporting documents. Excludes construction contracting services form the performance of services permitted under any license or temporary license issues to a military spouse. Requires each licensing board to adopt and publish rules by 8/1/2020 to administer the provisions. Takes effect on 1/1/2050.

RELATING TO TAXATION.

Requires the department of taxation to authorize qualifying individual taxpayers to elect to reduce the amount of tax withheld from their wages for each withholding period, by an amount equal to the prospective amount of the earned income tax credit that the taxpayer would otherwise be entitled to claim on an annual basis. Takes effect on 1/1/2050.

Requires all employers to notify their employees in writing of the availability of the federal and state earned income tax credits. Effective 1/1/2050.

RELATING TO EQUAL PAY.

Conforms statutory prohibitions against wage discrimination with other prohibitions on employment discrimination. Clarifies allowable justifications for compensation differentials and remedies for pay disparity. Requires employers to disclose wage ranges to employees and prospective employees. Takes effect 1/1/2050.

Requires a specialty contractor to obtain a C-48 specialty license (structural steel contractor) or sublicense if the performance of work on a contract requires a C-48 specialty license or sublicense and the specialty contractor does not have that specialty license or sublicense. Effective on 1/1/2050.

Requires the Judiciary to conduct a study regarding income-based fines and how other states address habitual offenders who have low incomes. Takes effect on 1/1/2050.

RELATING TO THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS.

Updates various assessments and penalties under DLIR's jurisdiction by revising the monetary assessments according to changes in the Consumer Price Index. Takes effect on 1/1/2050.

RELATING TO EMPLOYMENT PRACTICES.

Prohibits an employer from requiring an employee to enter into a nondisclosure agreement pertaining to sexual harassment or sexual assault. Prohibits an employer from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault. Takes effect 1/1/2050.

RELATING TO THE MANAGEMENT OF STATE FUNDS.

Amends provisions relating to the short-term investment of state moneys, including the types of financial instruments in which state moneys may be invested. Requires annual report to the legislature. Effective 1/1/2050.

RELATING TO COFFEE BERRY BORER.

Extends the sunset date for the Coffee Berry Borer Pesticide Subsidy Program until June 30, 2025, for the purchase of pesticides containing Beauveria bassiana to combat the coffee berry borer. Extends the program manager position to June 30, 2026. Appropriates funds. Takes effect on 7/1/2150.

RELATING TO AGRICULTURE.

Appropriates moneys to the Department of Agriculture for 3 full-time equivalent (3.0 FTE) inspectors to perform meat inspection services. Takes effect on 7/1/2150.

Status

RELATING TO SUSTAINABLE AGRICULTURE.

Establishes a three year cover crop reimbursement pilot program to provide up to one hundred per cent cost reimbursement to farming operations in the State for acquiring cover crop seeds or green manure. Establishes a cover crop reimbursement pilot program manager position within the department of agriculture to administer the program. Requires a report to the legislature. Appropriates funds. Effective 7/1/2150.
