RELATING TO THE ENVIRONMENT. Requires agencies allotted a portion of the environmental response, energy, and food security tax to consider actions in achieving the zero emissions clean economy target and climate change resilience. Requires these agencies to report on how expenditures from these special funds support achieving the zero emissions clean economy target and climate change resilience.

RELATING TO TAXATION. Replaces the environmental response, energy, and food security tax with a carbon emissions tax. Repeals state fuel taxes under the fuel tax law. Takes effect 1/1/2021; provided that repeal of the fuel tax credit for commercial fishers takes effect beginning with taxable years after 12/31/2020.

RELATING TO LITTLE FIRE ANTS. Requires the use of best practices, as identified by DOA and Hawaii Ant Lab, for the treatment of little fire ants by pest control operators. Authorizes DOA and the pest control board to adopt rules to carry out the requirement. Requires DOA and the pest control board to post any rules and best practices on their respective websites.

RELATING TO INVASIVE SPECIES. Establishes the invasive species rapid response special fund. Establishes procedures for emergency declarations and expenditures. Appropriates money.

RELATING TO INVASIVE SPECIES. Appropriates funds to the Department of Land and Natural Resources for the management of the axis deer population in the county of Maui. Appropriates funds to Maui County for preparation of a plan detailing how it will reduce and manage the overpopulation of Axis deer. Takes effect on 7/1/2150. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:
· Testifier's name with position/title and organization;
