     Your Committee on Consumer Protection & Commerce, to which was referred H.B. No. 2594, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO BLOCKCHAIN TECHNOLOGY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish the Blockchain Working Group (Working Group) to determine a definition for blockchain technology and make recommendations for individuals, businesses, and state agencies to use blockchain technology.

 

     Your Committee received testimony in support of this measure from one individual.  Your Committee received comments on this measure from the Office of Enterprise Technology Services and Hawaii Technology Development Corporation.

 

     Your Committee finds that blockchain technology has the potential to provide significant benefits to the public and private sectors.  Your Committee believes that the establishment of the Working Group will not only develop a standard definition for blockchain technology but will also provide future legislators a greater understanding of the potential benefits of blockchain technology.

 

     Your Committee has amended this measure by clarifying that the Chief Information Officer of the Office of Enterprise Technology Services may appoint a designee to serve in the Chief Information Officers place as a member of the Working Group.

 

     As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2594, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as H.B. No. 2594, H.D. 2.
