Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 2525, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HOMELESSNESS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Extend the Emergency Department Homelessness Assessment Pilot Program and Medical Respite Pilot Program to December 31, 2021; and

 

     (2)  Appropriate funds to continue the Emergency Department Homelessness Assessment Pilot Program and Medical Respite Pilot Program, subject to certain conditions.

 

     Your Committee received testimony in support of this measure from Hilo Medical Center, The Queen's Health Systems, Queen's Care Coalition, Environmental Caucus of The Democratic Party of Hawaii, and two individuals.  Your Committee received comments on this measure from the Governor's Coordinator on Homelessness and Department of Human Services.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the sums appropriated in this measure to unspecified sums; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2525, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2525, H.D. 2.
