Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 2203, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO DISCIPLINARY ACTIONS IN PUBLIC SCHOOLS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require the Board of Education and Legislature to review exclusionary discipline data;

 

     (2)  Require the Board of Education to publish data on the use of all exclusionary discipline, aggregated by student subgroup; and

 

     (3)  Require the Superintendent of Education to review the exclusionary discipline data collected, determine whether the discipline imposed has a disproportionate impact on certain students, and, if so, require appropriate responses to address the disparities.

 

     Your Committee received testimony in support of this measure from the Department of Education and American Association of University Women of Hawaii.  Your Committee received comments on this measure from the Board of Education; Office of Hawaiian Affairs; Hawaii Disability Rights Center; American Civil Liberties Union of Hawaii; Hawaii Children's Action Network Speaks!; and Hawaii Women's Coalition.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2203, H.D. 1, and recommends that it pass Third Reading.
