Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 1956, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TOBACCO,"

 

begs leave to report as follows:

 

     The purpose of this measure is to protect the health of Hawaii's youth by:

 

     (1)  Specifying that the prohibition against the use of tobacco in public schools includes the smoking of tobacco and use of chewing tobacco; and

 

     (2)  Requiring that any person under the age of twenty-one who uses tobacco at a public school or public school function is required to attend a tobacco education course.

 

     Your Committee received testimony in support of this measure from the Hawaii Public Health Institute, Hawaii Primary Care Association, Friends of Kamalani and Lydgate Park, and eight individuals.  Your Committee received testimony in opposition to this measure from fifteen individuals.  Your Committee received comments on this measure from the Department of Education and Department of Health.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1956, H.D. 1, and recommends that it pass Third Reading.
