SENATE RESOLUTION

 

 

requesting the Hawaii State Energy Office, Department of Agriculture, and Department of Land and Natural Resources to develop and present a plan to utilize appropriate state land for renewable energy projects.

 

 

 


     WHEREAS, section 269-92, Hawaii Revised Statutes, establishes the goal that, by 2045, all electric energy generated in the State shall be from renewable energy sources; and

 

WHEREAS, in 2016, Governor David Ige pledged to double local food production by 2030; and

 

WHEREAS, the Department of Agriculture and Department of Land and Natural Resources each have large land portfolios, including acres of land not used for their mission; and

 

WHEREAS, much of that land has the potential to house renewable energy projects; and

 

WHEREAS, it is the responsibility of the Hawaii State Energy Office to promote renewable energy generation; now, therefore,

 

BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Hawaii State Energy Office, Department of Agriculture, and Department of Land and Natural Resources are requested to develop and present a plan to utilize state land for renewable energy projects for the benefit of achieving the one hundred percent renewable energy goal established by section 269-92, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that the plan include an estimate of the land available for renewable energy projects, potential renewable energy capabilities by resource and wattage, and any required land entitlements; and

 

     BE IT FURTHER RESOLVED that the plan also recommend policies to efficiently and effectively accomplish renewable energy goals; and

 

     BE IT FURTHER RESOLVED that the plan be cognizant of the potential impacts to neighboring communities; and

 

     BE IT FURTHER RESOLVED that the Hawaii State Energy Office, Department of Agriculture, and Department of Land and Natural Resources are requested to memorialize the plan in writing and submit it to the Legislature no later than twenty days prior to the Regular Session of 2021; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to Chairperson of the Board of Agriculture, Chairperson of the Board of Land and Natural Resources, and Chief Energy Officer.
