A BILL FOR AN ACT

 

 

RELATING TO THE HILO MEDICAL CENTER.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Hilo medical center interventional cardiac program began service on January 1, 2019.  Since July 1, 2019, interventional cardiac catheterization for the treatment of heart attacks has been available twenty-four hours a day, seven days a week for the residents of east Hawaii.  In the last year, over forty heart attacks have been treated in the catheterization lab.  An additional one hundred eighty-one patients were electively treated with stents for artery blockages, preventing future heart attacks.  This high-quality program has maintained a mortality rate of 0.0075, which exceeds the standards of the American College of Cardiology.

     The legislature further finds that from a financial perspective, the interventional cardiac program has allowed at least forty air intensive care unit medical transports to Oahu to be avoided, with an estimated $1,700,000 in savings to the health care system.  In the past five months of full operation, the cardiac catheterization program has earned $4,100,000 in new revenue, which is substantial evidence that this program will be self-supporting and sustainable over the long-term.  The legislature is cautiously optimistic that the program may generate a profit.

     The cardiac lab is now at full capacity and a second lab is needed to meet the demand for cardiac services in east Hawaii.  An additional lab will also ensure availability of critical lifesaving equipment.  The legislature notes that the need for a second lab was anticipated and the planning and design of a second lab have already been completed.

     The purpose of this Act is appropriate funds for the equipment and construction of a second full-time catheterization laboratory at the Hilo medical center in the Hawaii health systems corporation east Hawaii region.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,500,000 or so much thereof as may be necessary for fiscal year 2020-2021 for equipment and construction of a second full-time catheterization laboratory at the Hilo medical center in the Hawaii health systems corporation east Hawaii region.

     The sum appropriated shall be expended by the Hawaii health systems corporation for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2020.
