A BILL FOR AN ACT

 

 

RELATING TO SCIENCE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that as an outgrowth of the immense investment in scientific research initiated by the United States during World War II, the national laboratories have served as the leading institutions for scientific innovation in the United States for more than seventy years.  The United States Department of Energy's seventeen national laboratories tackle the critical scientific challenges of our time, from combating climate change to discovering the origins of our universe, and possess unique instruments and facilities, many of which are found nowhere else in the world.  They address large scale, complex research and development challenges with a multidisciplinary approach that places an emphasis on translating basic science to innovation.

     The purpose of this Act is to direct the governor to enter into negotiations with the United States Department of Energy to establish a national laboratory in Hawaii.

     SECTION 2.  (a) The governor shall enter into negotiations with the United States Department of Energy to establish a national laboratory in Hawaii.

     (b)  No later than twenty days prior to the convening of the regular sessions of 2020, 2021, 2022, 2023, and 2024, the governor shall submit a report to the legislature on the status of the negotiations to establish a national laboratory in Hawaii and the terms of an agreement, if any.

     (c)  Any agreement to establish a national laboratory in Hawaii entered into pursuant to this Act shall be subject to legislative approval.

     SECTION 3.  This Act shall take effect on July 1, 2100.
