A BILL FOR AN ACT

 

 

RELATING TO HUMAN SERVICES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that there are many opportunities for securing grants from both public and private sources that could be used to support the health and well-being of individuals, families, and communities in the State.  The legislature also finds that applying for grants can be time-consuming and complex.  These challenges make it difficult for agencies like the department of human services and the department of health to successfully apply for and obtain grant moneys, especially when the agencies lack technical expertise in grant writing.  Additionally, failure to accurately interpret the details of grant requirements may lead to problematic compliance issues.  The legislature believes that the department of human services and the department of health would be better positioned to take advantage of grant opportunities if they each had a dedicated individual who is responsible for the application for and management of grant opportunities.

     The purpose of this Act is to establish within the department of human services and the department of health a two-year pilot project authorizing each department to contract with or employ an individual to serve as a capture manager.  Each capture manager shall:

     (1)  Serve as a dedicated grant writer for the department to which they are contracted; and

     (2)  Be responsible for securing grants and other funding opportunities from public and private sources on behalf of the department.

     SECTION 2.  (a)  The department of human services may contract the services of or employ an individual to serve as a capture manager for the department.

     (b)  The capture manager shall:

     (1)  Serve as a dedicated grant writer for the department of human services;

     (2)  Be responsible for applying for grants and other funding sources available from the public and private sectors; and

     (3)  Manage all grants successfully secured.

     (c)  The capture manager shall be retained as:

     (1)  A contractor exempt from chapter 103D, Hawaii Revised Statutes; or

     (2)  A temporary employee exempt from chapter 76, Hawaii Revised Statutes.

     (d)  The department of human services shall submit reports to the legislature no later than twenty days prior to the convening of the regular sessions of 2020 and 2021.  The reports shall include:

     (1)  A list of grant or funding opportunities sought or applied for;

     (2)  A list of grants awarded and funding received; and

     (3)  Any recommendations or proposed legislation.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 to contract the services of or employ a dedicated capture manager for the department of human services.

     The sums appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 6.  This Act shall take effect on July 1, 2050, and shall be repealed on June 30, 2021.
