A BILL FOR AN ACT

 

 

relating to offender reentry.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 353H, Hawaii Revised Statutes, is amended by adding a new section to part III to be appropriately designated and to read as follows:

     "§353H-     Rehabilitation certificates.  (a)  For each rehabilitation program an inmate has completed, the department shall provide a certificate to the inmate no later than the earlier of the inmate's parole or release date.

     (b)  Upon request, the department shall provide a copy of any certificate issued pursuant to subsection (a) to the person named on the certificate.

     (c)  The department shall establish a procedure for a potential employer of a former inmate to easily:

     (1)  Verify the authenticity of a certificate issued pursuant to subsection (a); and

     (2)  Obtain information about the rehabilitation program completed by the inmate.

     For purposes of this section, "rehabilitation program" includes any substance abuse, mental health, sex offender, vocational, religious, nutritional, or other program, conducted by the State or a service provider contracted by the State, in which an inmate may complete an established curriculum."

     SECTION 2.  New statutory material is underscored.

     SECTION 3.  This Act shall take effect upon its approval.
