A BILL FOR AN ACT

 

 

RELATING TO THE OFFICE OF PLANNING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The office of planning shall conduct a study of the business climate in the State.  The study shall encompass the following issues:

     (1)  Availability of information for business owners and access to resources;

     (2)  Costs to businesses of Hawaii's prepaid health care act and other insurance mandates;

     (3)  Labor;

     (4)  Leases and rents;

     (5)  Transportation and shipping;

     (6)  Utilities;

     (7)  Insurance, including health insurance;

     (8)  Costs of goods and services;

     (9)  Employee hiring laws;

    (10)  Workers' compensation laws;

    (11)  Occupational safety and health laws;

    (12)  Employment records laws;

    (13)  Business and professional licensing laws;

    (14)  Laws relating to permits for construction and renovation;

    (15)  Business registration laws;

    (16)  Laws relating to health permits and inspections;

    (17)  Environmental laws;

    (18)  Trade laws; and

    (19)  Financial laws.

     (b)  The office of planning shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2022.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 for the office of planning to conduct the study required pursuant to this Act.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2112.
