A BILL FOR AN ACT

 

 

relating to HOLIDAYS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1. The legislature finds that "World Car Free Day" is observed annually by many major cities, including Paris, Vancouver, and Reykjavik. The purpose of the event, which closes segments of the cities to vehicular traffic, is to promote clean air, reduced noise, and a slower pace of life. Bogota, Columbia has observed the event annually for almost twenty years and has found it so successful that residents approved a referendum to celebrate an annual car-free week. Bogota has also expanded the car-free zone to encompass most of the city.

Accordingly, the purpose of this Act is to join these cities by establishing the second Tuesday in June as "Car-Free Day" in the city and county of Honolulu.

SECTION 2. Chapter 8, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"8- Car-Free Day. (a) The second Tuesday in June shall be known and designated as "Car-Free Day" in the city and county of Honolulu to promote clean air, reduced noise, and a slower pace of life. This day is not and shall not be construed as a state holiday.

(b) On Car-Free Day, from 8:00 a.m. to 8:00 p.m., the area of Honolulu bounded by Ala Moana Boulevard, Kapiolani Boulevard, Atkinson Drive, and South Street shall be closed to all vehicles; provided that this closure shall not apply to emergency vehicles, including emergency medical ambulances, law enforcement vehicles, and fire department vehicles.

(c) For purposes of this section, "vehicle" has the same meaning as defined in section 195-12."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
