A BILL FOR AN ACT

 

 

RELATING TO INFORMATION TECHNOLOGY.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that developing a uniform financial database for use by all state agencies would improve accountability and transparency, leverage existing information technology systems, consolidate data from multiple existing systems into a single system, and standardize disparate account coding practices used by different state agencies.  The software system should capture and report data regarding project budgets, appropriations, scheduling, contractor documentation, contract changes, payment transactions, and other relevant data.  Such a software system could be a major benefit to all agencies, especially regarding deferred maintenance projects, and should be implemented by all state agencies.

     The purpose of this Act is to appropriate funds to the department of education and require the department, in consultation with the office of enterprise technology services, to develop and procure a uniform financial database, with parameters, benefits, and features compatible so the software system can be implemented by the office of enterprise technology services for use by all state agencies.

     SECTION 2.  The department of education, in consultation with the office of enterprise technology services, shall develop and procure a uniform financial database, with parameters, benefits, and features that are compatible with the software system being implemented by the office of enterprise technology services for use by all state agencies.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2020-2021 and the same sum or so much thereof as may be necessary for fiscal year 2021-2022 for the development and procurement of a uniform financial database pursuant to section 2 of this Act.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2020.
