Sir:

 

     Your Committee on Public Safety, Veterans, & Military Affairs, to which was referred S.B. No. 2888, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO STATEWIDE INTEROPERABLE PUBLIC SAFETY COMMUNICATIONS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish a Statewide Interoperable Communications Executive Committee for public safety communications, a Statewide Interoperable Communications Technical Subcommittee to provide technical advice to the executive committee, and the position of Statewide Interoperable Communications Coordinator.

 

     Your Committee received testimony in support of this measure from the Department of Defense, Department of Transportation, Statewide Interoperability Coordinator, Office of Enterprise Technology Services, Honolulu Police Department, Department of Emergency Management of the City and County of Honolulu, and one individual.

 

     Your Committee finds that this measure is intended to provide clear direction for the collaboration of various state and county agencies where public safety is concerned.  By harnessing resources and identifying how information will be shared, incident response can be coordinated more effectively.

 

     Your Committee has amended this measure by:

 

     (1)  Amending its preamble for conciseness;

 

     (2)  Adding FirstNet to the types of communication networks the Statewide Interoperable Communications Executive Committee shall use in promoting statewide public safety communications;

 

     (3)  Revising the membership of the Statewide Interoperable Communications Executive Committee by increasing membership to four members from the first responder or emergency management agencies from each of the four counties and having these members be selected by the respective heads of the first responder or emergency management agencies, rather than the county mayors; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety, Veterans, & Military Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2888, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2888, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
