     Your Committees on Transportation and Housing, to which was referred S.B. No. 2809, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSIT-ORIENTED DEVELOPMENT,"

 

beg leave to report as follows:

 

     The purpose of this measure is to authorize the Director of Finance to issue general obligation bonds to the Department of Business, Economic Development, and Tourism for certain transit-oriented development projects.

 

     Your Committees received testimony in support of this measure from the Hawaii Lodging and Tourism Association.  Your Committees received comments on this measure from the Hawaii Housing Finance and Development Corporation, Hawaii Interagency Council for Transit-Oriented Development, and State Office of Planning.

 

Your Committees find that funding appropriated through this measure for fiscal year 2020-2021 will, according to the Hawaii Housing Finance and Development Corporation, provide seed money to fund neighbor island transit-oriented development projects for area planning, master planning, and infrastructure assessments.

 

     Your Committees have amended this measure by making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

 

     As affirmed by the records of votes of the members of your Committees on Transportation and Housing that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 2809, S.D. 2, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 2809, S.D. 2, H.D. 1, and be referred to your Committee on Water, Land, & Hawaiian Affairs.
