Your Committee on Lower & Higher Education, to which was referred S.B. No. 2485, S.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO EDUCATION,"
begs leave to report as follows:
The purpose of this measure is to broaden the types of grants for which the Department of Education, State Public Charter School Commission, or a charter authorizer may retain and expend.
Your Committee finds that this measure will authorize state public education agencies to more efficiently use federal grant monies for their intended purposes, including the pursuit of additional discretionary grants, monitoring grant execution, complying with grant requirements, and auditing grant expenditures.
Your Committee has amended this measure by:
(1) Clarifying that the Department of Education, State Public Charter School Commission, or a charter authorizer may retain and expend federal indirect overhead reimbursements for grants that are not in excess of the negotiated rate for the reimbursements; and
(2) Changing its effective date to July 1, 2051.
As affirmed by the record of votes of the members of your Committee on Lower & Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2485, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 2485, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
