Sir:

 

     Your Committee on Public Safety, Veterans, & Military Affairs, to which was referred H.B. No. 2332 entitled:

 

"A BILL FOR AN ACT RELATING TO STATEWIDE INTEROPERABLE PUBLIC SAFETY COMMUNICATIONS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish a Statewide Interoperable Communications Executive Committee for public safety communications, a Statewide Interoperable Communications Technical Subcommittee to provide technical advice to the executive committee, and the position of Statewide Interoperable Communications Coordinator.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; Department of Land and Natural Resources; Department of Defense; Statewide Interoperability Coordinator, Office of Homeland Security; and Office of Enterprise Technology Services.  Your Committee received testimony in opposition to this measure from the Honolulu Police Department and one individual.

 

     Your Committee finds that this measure is intended to provide clear direction for the collaboration of various state and county agencies where public safety is concerned.  By harnessing resources and identifying how information will be shared, incident response can be coordinated more effectively.

 

     Your Committee has amended this measure by:

 

     (1)  Inserting certain proposed amendments presented in written testimony from the Statewide Interoperability Coordinator, which amend the duties of the Statewide Interoperable Communications Executive Committee by clarifying various communication system and network options, add subject matter experts to the Statewide Interoperable Communications Technical Subcommittee, and amend the duties of the Statewide Interoperable Communications Coordinator;

 

     (2)  Providing that the membership of the Statewide Interoperable Communications Executive Committee shall include four, rather than two, members from each of the four counties, to be selected by the mayors of each respective county, and removing qualifications for those members;

 

     (3)  Changing the effective date to July 1, 2050, to encourage further discussion; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Public Safety, Veterans, & Military Affairs that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2332, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 2332, H.D. 1, and be referred to your Committee on Finance.
