     Your Committee on Legislative Management, to which was referred H.B. No. 2046, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HEALTH,"

 

begs leave to report as follows:

 

     The purpose of this measure is to designate the month of September as Fetal Alcohol Spectrum Disorder Awareness Month to promote public awareness of the risks of alcohol consumption during pregnancy.

 

     Your Committee received testimony in support of this measure from the Hawaii Substance Abuse Coalition; Hawaii Disability Rights Center; Hawaii International Child Placement & Family Services, Inc.; Hawaii Psychological Association; Hawaii FASD Action Group; and four individuals.

 

     Your Committee finds that this measure is a means to heighten awareness of the preventable risks of prenatal exposure to alcohol and the lifelong effects fetal alcohol spectrum disorder can have on a child.  Your Committee also finds the educational opportunities provided by this measure may help to decrease the stigma associated with this condition.

 

     As affirmed by the record of votes of the members of your Committee on Legislative Management that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2046, H.D. 1, and recommends that it be referred to your Committee on Judiciary.
