Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 2022, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE MENTAL HEALTH AND SUBSTANCE ABUSE SPECIAL FUND,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Authorize expenditures from the Mental Health and Substance Abuse Special Fund (Special Fund) to be used for capital improvement projects for certain state facilities; and

 

     (2)  Limit the expenditures for capital improvement projects to no more than fifteen percent of the yearly expenditures from the Special Fund and no more than fifteen percent of the total yearly surplus of the Special Fund.

 

     Your Committee received testimony in support of this measure from the Hawaii Disability Rights Center, Hawaii Substance Abuse Coalition, Community Alliance on Prisons, Catholic Charities Hawaii, Hawaii Psychological Association, and two individuals.  Your Committee received comments on this measure from the Governor's Coordinator on Homelessness and Department of Health.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the limit on expenditures from the Special Fund to unspecified percentage amounts; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2022, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2022, H.D. 2.
