     Your Committee on Labor & Public Employment, to which was referred H.B. No. 1664, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HUMAN SERVICES,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require the Department of Human Services to examine the efficiencies and effectiveness, including program outcomes, of its existing Supporting Employment Empowerment Hawaii Work Program.

 

Your Committee received testimony in support of this measure from the Department of Human Services.

 

Your Committee finds that the Supporting Employment Empowerment Hawaii Work Program serves as a valuable tool for Temporary Assistance for Needy Families (TANF) participants in establishing employment opportunities through a network of participating employers.  The Supporting Employment Empowerment Hawaii Work Program also serves as a support service for participants of the First-to-Work Program, which provides case management, employment, and support services to work eligible individuals of TANF households.


     As affirmed by the record of votes of the members of your Committee on Labor & Public Employment that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1664, H.D. 1, and recommends that it be referred to your Committee on Finance.
