STAND. COM. REP. NO. 956-20
RE: H.B. No. 1632
Honorable Scott K. Saiki
Speaker, House of Representatives
Thirtieth State Legislature
Regular Session of 2020
State of Hawaii
Your Committee on Finance, to which was referred H.B. No. 1632 entitled:
"A BILL FOR AN ACT RELATING TO NON-GENERAL FUNDS,"
begs leave to report as follows:
The purpose of this measure is to reclassify or abolish certain non-general funds of the Department of the Attorney General, pursuant to the recommendations in the Auditor's Report No. 19-16, and transfer the remaining unencumbered balances to the general fund.
Your Committee finds that the Antitrust Trust Fund designation as a trust fund comports with the definition of a trust fund in statute and assists the Department of the Attorney General in antitrust law enforcement and the efficient distribution of proceeds pursuant to settlements and judgments.
Your Committee has amended this measure by:
(1) Removing the reclassification of the Antitrust Trust Fund as a special fund;
(2) Abolishing the University of Hawaii at Manoa Intercollegiate Athletics Special Fund and University of Hawaii at Hilo Intercollegiate Athletics Special Fund pursuant to the recommendations in the Auditor's Report No. 20-03, and transferring the remaining unencumbered balance to the general fund; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1632, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 1632, H.D. 1, and be placed on the calendar for Third Reading.
Respectfully submitted on behalf of the members of the Committee on Finance,
SYLVIA LUKE, Chair
