     Your Committee on Finance, to which was referred H.B. No. 1520, H.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY EFFICIENCY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to accelerate the State's progress toward energy efficiency by:

 

(1)  Requiring electric and gas utilities to benchmark energy consumption for all nonresidential buildings, including commercial buildings; and

 

(2)  Based upon building size specifications, requiring owners and operators of nonpublic, nonresidential buildings to disclose benchmarking data to prospective buyers, lessees, or lenders by a certain date.

 

     Your Committee received testimony in support of this measure from the Hawaii State Energy Office; 350Hawaii; Pele Lani Farm LLC; We Are One, Inc.; and five individuals.  Your Committee received comments on this measure from the Public Utilities Commission; City and County of Honolulu Office of Climate Change, Sustainability and Resiliency; County of Kauai Office of Economic Development; Hawaii Energy; Blue Planet Foundation; and Hawaii Gas.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 1520, H.D. 2, and recommends that it pass Third Reading.
