Appropriates funds to establish two permanent full-time equivalent fisheries technician IV positions and for operating expenses for the Nuuanu reservoir recreational fishing program at Nuuanu reservoir number four.

RELATED TO AQUATIC RESOURCES.

Authorizes the department of land and natural resources to use in-lieu fee mitigation to restore, create, enhance, or preserve aquatic habitats or resources as compensatory mitigation.

RELATING TO THE HAWAII ASSOCIATION OF CONSERVATION DISTRICTS.

Makes an appropriation from the special land and development fund to the department of land and natural resources for the operational expenses and staffing costs of the Hawaii association of conservation districts.

RELATING TO THE STATE BOARD ON GEOGRAPHIC NAMES.

Adds a community liaison to the membership of the state board on geographic names.  Requires the department of land and natural resources to publish and send a listing of its decisions, along with other information, to state and other agencies, and provide the same publication, along with pertinent information, to the United States Board on Geographic Names.

RELATING TO STATE PLANNING.

Includes objectives and policies and implementation guidelines for planning for the lei of green in the Hawaii state plan.

RELATING TO MARINE LIFE CONSERVATION DISTRICTS.

Provides that no more than forty-one permits may be issued for the Maui Molokini Shoal marine life conservation district and that no more than twenty permitted vessels may be granted entry to the crater at any one time.

RELATING TO STATE PARKS.

Requires the Department of Land and Natural Resources State Parks Division to conduct a feasibility study of employing residential caretakers at high-use trails to assist hikers and reduce the need for hiker rescues.

Removes the monetary cap for the amount of conveyance taxes collected that can be paid into the land conservation fund.

RELATING TO HIKING TRAILS.

Appropriates funds for the department of land and natural resources to devise an appropriate plan to create a hiking trail from Malaekahana state park, along the coast, to Turtle Bay Resort passing makai of the James Campbell National Wildlife Refuge and continuing from Kawela Bay along the coast of Waialee to Sunset Beach.

RELATING TO REAL ESTATE DISCLOSURE.

Beginning on November 1, 2019, requires all real property sales or transfers to include a sea level rise hazard exposure statement to ensure that new property owners and transferees understand the special hazards, requirements, and limitations that may affect the property.  Requires sellers to include whether property is within a sea level rise hazard zone in the disclosure statement provided to the buyer.
