RELATING TO MARINE LIFE CONSERVATION.

Establishes the Marine Life Conservation Special Fund.  Authorizes the Department of Land and Natural Resources to collect nonresident user fees and require permits for entry into the boundaries of any marine life conservation district.

RELATING TO RENTALS FOR PUBLIC LAND LEASES.

Authorizes the Board of Land and Natural Resources to approve rental reductions or waivers for leases on public lands that require substantial demolition or infrastructure improvement costs in order for the lessee to utilize the premises.

RELATING TO FOREST STEWARDSHIP.

Clarifies conditions that must be met by applicants to receive funds under the Forest Stewardship Program.

RELATING TO USE PERMITS FOR SMALL BOAT HARBOR FACILITIES.

Clarifies that certain fees for state small boat harbors shall be established by appraisal by a state-licensed appraiser approved by the Department of Land and Natural Resources and shall be set at fair market value.  Clarifies fees charged for vessels used for commercial purposes.

RELATING TO THE TAKING OF NATURAL RESOURCES.

Clarifies that any police officer or agent of the Department of Land and Natural Resources upon whom the Board of Land and Natural Resources has conferred police powers may, in the performance of their primary duties, inspect certain items for compliance with title 12, chapters 6D, 6E, and 6K, Hawaii Revised Statutes, and any rule adopted thereunder, relating to the protection and conservation of natural resources.

RELATING TO THE INTERSTATE WILDLIFE VIOLATOR COMPACT.

Authorizes the Department of Land and Natural Resources to enter into the Interstate Wildlife Violator Compact or similar agreement for mutual assistance in the enforcement of wildlife laws.

RELATING TO INCREASED FUNDING FOR LAND CONSERVATION.

Adjusts the proportion of conveyance tax revenues deposited into the Land Conservation Fund.
