Creates the Intellectual and Developmental Disabilities Medicaid Waiver Administrative Claiming Special Fund into which federal moneys may be deposited from DOH's participation in the waiver program established per SSA §1915(c).  Requires the Department of Health and Department of Human Services to work with stakeholders to develop and distribute information about accessing Medicaid services for individuals with intellectual and developmental disabilities.  Appropriates funds.  Effective 7/1/2050.  (SD1)

RELATING TO LABOR LAW COMPLIANCE FOR GOVERNMENT CONTRACTS.

Specifies requirements for contractor or subcontractor payment to all mechanics and laborers employed on a government service contract job site.  Permits governmental contracting agencies to withhold accrued payments as necessary to pay mechanics and laborers.  Requires that contractors for public works projects maintain and submit weekly certified payroll records to demonstrate compliance with wage and hour requirements.  Specifies penalties for noncompliance.  Effective 1/1/2050.  (SD1)

RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION BUDGET.

Appropriates funds for the fiscal biennium 2019-2021 operating budget of the Hawaii Housing Finance and Development Corporation.  Establishes the office of the housing advocate to work with all state agencies that manage land to advocate for solutions to the State's housing shortage, and monitor, comment, and report on the State's production of affordable housing units, the development and implementation of laws, regulations, and policies relating to affordable housing.  Effective 1/1/2050.  (SD1)

Expands the types of employee information government agencies must disclose, upon written request, to employee exclusive representatives.  Requires that information regarding new hire employees under collective bargaining disclosure requirements be provided to the appropriate exclusive representatives within an unspecified payroll period.  Takes effect on 10/1/2019.  (SD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Authorizes from other funds of the Employees' Retirement System Pension Trust (BUF141) for fiscal biennium 2019-2021, the additional sum of $3,628,613 for fiscal year 2019-2020, and the additional sum of $1,885,525 for fiscal year 2020-2021 for various ERS operating costs and services.  Takes effect 1/1/2051.  (SD1)

RELATING TO MINIMUM WAGE.

Provides an income tax credit for qualifying small businesses to offset the increase in the minimum hourly wage that employers must pay employees.  Increases the minimum wage to $12.00 per hour beginning 1/1/2020 and $15.00 per hour beginning 1/1/2023.  Tax credit applies to taxable years beginning after 12/31/2019.  Effective 7/1/2050.  (SD1)

RELATING TO THE STATE OF HAWAII MUSEUM OF NATURAL AND CULTURAL HISTORY.

Beginning with the 2021-2023 fiscal biennium and each fiscal biennium thereafter, requires the governor to include in the executive budget a minimum amount per fiscal year as a recurring cost to be allocated to the State of Hawaii Museum of Natural and Cultural History.  Appropriates funds to support the work of the State of Hawaii Museum of Natural and Cultural History.  (SD1)

RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Includes low-speed electric bicycles in the definition of bicycle.  Prohibits anyone under the age of fifteen from operating a low-speed electric bicycle.  Effective 7/1/2050.  (SD1)

RELATING TO STATE BOATING FACILITIES.

Allows the Board of Land and Natural Resources (Board) to lease any existing state boating facility in its entirety, and fast lands and submerged lands within any existing state boating facility, by public auction, request for proposals, or direct negotiation for private development, management, and operation; provided that the Board first finds that the lessee has met certain community involvement requirements.  Clarifies that legislative approval is not required to award a lease.  Repeals fast lands and submerged lands lease requirements specific to Ala Wai Boat Harbor.  Takes effect on 12/31/2050.  (SD1)

RELATING TO MANDATORY VESSEL INSURANCE COVERAGE.

Requires owners of vessels originally manufactured at a length of 26 feet or more, or less than 26 feet if the vessel is grounded, who are required to be registered with the State or required to be documented by the United States Coast Guard, to obtain marine insurance.  Specifies the type and minimum amount of marine insurance coverage required.  Allows the Department of Land and Natural Resources to exempt certain transient vessels from the marine insurance requirement, under certain conditions.  Authorizes the Department to adopt administrative rules concerning marine insurance.  Takes effect 12/31/2050.  (SD1)
