RELATING TO AN AIRPORTS CORPORATION.

Authorizes establishment of the Hawaii Airports Corporation within the Department of Transportation for administrative purposes.  Sets out appointment of members to the board of directors and powers and duties of the Hawaii Airports Corporation.  Transfers aeronautics functions of the Department of Transportation to the Hawaii Airports Corporation by the established transfer completion date agreed upon by the Hawaii Airports Corporation, Director of Transportation, and Governor, which shall be no later than 12/31/2022.  Appropriates funds.  (SD1)

RELATING TO RENTALS FOR PUBLIC LAND LEASES.

Authorizes the Board of Land and Natural Resources to approve rental reductions or waivers for lease rentals on public lands that require substantial demolition or infrastructure improvement costs in order for the lessee to utilize the premises.  Takes effect 12/31/2050.  (SD1)

RELATING TO FOREST STEWARDSHIP.

Clarifies the purpose of and inclusion of privately managed forests in the forest stewardship program and the conditions that must be met by applicants to receive funds under the program.  Increases maximum payments from the forest stewardship fund available to landowners for assistance in developing and implementing an approved management plan.  Takes effect 12/31/2050.  (SD1)

RELATING TO USE PERMITS FOR SMALL BOAT HARBOR FACILITIES.

Establishes that liveaboard fees for state small boat harbors shall be established by appraisal by a state-licensed appraiser approved by the Department of Land and Natural Resources and shall be set at fair market value.  Clarifies fees charged for vessels used for commercial purposes.  Takes effect 12/31/2050.  (SD1)

RELATING TO AGRICULTURE.

Clarifies definition of "qualified agricultural costs."  Extends through the 2029 taxable year the time in which the Department of Agriculture may certify important agricultural lands qualified agricultural cost tax credits.  Applies to taxable years beginning after 12/31/2019.  (SD1)

RELATING TO AGRICULTURE.

Gives the Board of Agriculture authority to decide on a case-by-case basis which entities qualify for a non-agricultural park lease.  Establishes certain conditions and qualifications that must be met in order for the Board to deem an entity eligible for a lease.  (SD1)

RELATING TO THE OFFICE OF THE LIEUTENANT GOVERNOR.

Expands the duties and responsibilities of the Lieutenant Governor to include managing and overseeing public tours of the state capitol, managing vacancies on boards and commissions, processing applications to serve on boards and commissions, and any other applicable administrative duties.  (SD1)

RELATING TO GOVERNMENT ACCOUNTABILITY.

Requires the legislative reference bureau to develop a spreadsheet informing members of the legislature on the status and content of all reports to be submitted to the legislature as required by law or requested by legislative concurrent resolution.  Requires the legislative reference bureau to inform the legislature of all annual and other reports required by law to be submitted to the legislature or requested by legislative concurrent resolution that were not timely submitted.  Requires reporting entities to submit a copy of all reports submitted to the legislature to the legislative reference bureau.  (SD1)

RELATING TO SALARY OVERPAYMENTS.

Requires each department to deduct the department's total salary overpayment from the department's budget request for the following fiscal biennium.  Requires that employees who exhaust their sick or vacation leave be placed on a manual accounting system.  Removes the two-year statute of limitations on determination and notice to an employee of salary and wage overpayment.  Effective 7/1/2025.  (SD1)

RELATING TO SELF-SERVICE STORAGE.

Authorizes the sale of stored property insurance by self-service storage facility owners under certain conditions.  Requires self-service storage facility owners to hold a limited lines license in order to sell, solicit, or offer coverage under a stored property insurance policy.  (SD1)

RELATING TO TOURISM.

Requires that the management contract for the Hawaii convention center be separate from the contract for marketing for all uses of the facility.
