Requires the Department of Agriculture, in cooperation with the Office of the Governor, to develop a strategic plan to double local food production and increase food exports by 2030.  Requires the Department of Agriculture to submit the strategic plan to the Legislature.  Appropriates funds.  (SD1)

RELATING TO IRRIGATION.

RELATING TO TEACHER HOUSING.

Establishes the teacher home assistance program to be administered by the Hawaii Housing Finance and Development Corporation to provide housing vouchers to full-time teachers employed by the department of education, including teachers at public charter schools, who teach in a hard-to-fill school, as determined by the department of education, and whose household income does not exceed eighty per cent of the area median income.  Appropriates funds.

RELATING TO HOUSING DEVELOPMENT.

Exempts affordable housing units, additions to existing dwelling units, accessory dwelling units, ohana dwelling units, and affordable housing projects developed by the Hawaii Public Housing Authority from school impact fee requirements.

Appropriates funds for the judiciary to purchase civil legal services for low and moderate income persons.

RELATING TO ELECTIONS.

Requires a mandatory recount of election votes and ballot measures when the margin of victory for election contests or tabulation for ballot measures is equal to or less than one hundred or one-half of one per cent of the votes cast, whichever is greater.  (SD1)
