Requires motor vehicles to have headlights and taillights on at all times during the operation of the vehicle.

RELATING TO MOTOR CARRIER VEHICLE SAFETY INSPECTIONS.

Expands authority of the Director of Transportation over required motor carrier vehicle inspections.

RELATING TO HARBORS.

Authorizes the department of transportation to make harbor facilities temporarily available as a harbor of safe refuge when the National Weather Service forecasts a tropical storm or hurricane strength cyclones, unless specifically prohibited by the United States Coast Guard Captain of the Port.

      Status & Testimony

RELATING TO THE VEHICLE WEIGHT TAX EXEMPTION FOR MILITARY PERSONNEL.

Repeals the requirement that a member of the National Guard, military reserve, or armed forces must be assigned to a unit in the State in order to qualify for a vehicle weight tax exemption.  Clarifies that the vehicle weight tax exemption is available to service members who claim Hawaii as their residence of record.
