RELATING TO LAW ENFORCEMENT.

Specifies that law enforcement officers have the discretion to issue citations, in lieu of making an arrest, for non-violent class C felonies, misdemeanors, petty misdemeanors, and violations.  (SB1422 HD1)

Status

RELATING TO THE UNIFORM CONTROLLED SUBSTANCES ACT.

Updates section 329-38(i), Hawaii Revised Statutes, to be consistent with federal law under Title 21 of the Code of Federal Regulations to allow for the use of either words or figures to indicate quantity where electronic prescriptions are permitted.  Updates section 329-22, Hawaii Revised Statutes, to conform Hawaii law with recent changes to the federal controlled substances law.  (SD1)

RELATING TO INTOXICANTS.

Adds the definition of "substance abuse" and amends the definitions of "drug" and "substance" for purposes of operating a vehicle under the influence of an intoxicant violations. (SB641 HD1)

RELATING TO LAY NETS.

Prohibits the abandonment of lay nets used for fishing.  Authorizes DLNR to issue permits for the use and possession of lay nets.  Requires DLNR to establish a comprehensive, statewide lay net education and enforcement program.  (SB1371 HD1)

RELATING TO CRIMINAL DEFENSE.

Proposed HD1:  Establishes a time limitation for filing habeas corpus complaints and petitions for post-conviction judicial proceedings. Limits successive complaints.

RELATING TO EMPLOYMENT PRACTICES.

Prohibits written nondisclosure agreements involving sexual assault and sexual harassment as part of an employee's conditions of employment.  Prohibits employers from retaliating against an employee for disclosing or discussing sexual harassment or sexual assault.  (SB1041 HD1)

Status

RELATING TO LIQUOR LAWS.

Repeals requirement that there be attached a clear and legible notice, placard, or marker upon the faucet, spigot, or outlet wherefrom the draught beer is drawn.  Requires rules adopted by the counties related to stacking of beer to refer to a standard serving of total volume that shall not exceed thirty-two ounces of total volume before a customer at any one time.  (SB772 HD1)

Status

RELATING TO WAGES.

Makes general contractors entering into or under contracts in the State for work on buildings, structures, or other private works liable for debt incurred by subcontractors for wages due to claimants for performance of labor in the contract between the general contractor and owner.  (SB1082 HD1)
