RELATING TO ATHLETE AGENTS. Repeals the existing Uniform Athlete Agents Act and replaces it with the Revised Uniform Athlete Agents Act, which applies to certain financial advisers and makes other changes to the Uniform Act to increase effectiveness and enforceability. Effective 7/1/3000. (SD1)

RELATING TO MINORS. Grants a circuit court, when sentencing a minor for a non‑violent criminal offense, the discretion to: (1) impose a sentence that includes a period of incarceration that is as much as fifty per cent shorter than any mandatory minimum; and (2) in certain cases, decline to impose a mandatory enhanced sentence. Takes effect 1/1/2059. (SD1)

RELATING TO HAWAII STATE AND CONTRACTED CORRECTIONAL FACILITIES. Requires the Director of Public Safety, in the event of the death of an inmate who is in a state or contracted correctional facility, or death of a correctional facility or community correctional center employee, to report to the Governor and Legislature certain information regarding the death, subject to state and federal laws. Requires the Department of Public Safety to preserve any forensic evidence consisting of human biological specimens if there is any indication of sexual assault leading to the death. (SD1)

RELATING TO WORKERS' COMPENSATION. Makes permanent Act 172, Session Laws of Hawaii 2017, which: (1) grants employees the right to have a chaperone present during a medical examination relating to a workers' compensation work injury and, with the approval of the examining physician or surgeon, to record the examination; and (2) provides that if an employee or employee's chaperone obstructs the medical examination, the employee's right to worker's compensation shall be suspended until the refusal or obstruction ceases. RELATING TO CIVIL RIGHTS. Effective 1/1/2020, incorporates federal law regarding social groups and youth services organizations and same-sex living facilities into Act 110, Session Laws of Hawaii 2018. Extends the deadline for the legislative reference bureau to complete the study requested by Act 110 on existing federal Title IX enforcement practices and procedures on the federal level and in other jurisdictions. Requires the legislative reference bureau to make a report to the legislature no later than 8/1/2019. (SD1)

RELATING TO THE BOARD OF EDUCATION. Amends the Board of Education membership by inviting the exclusive representative for Bargaining Unit (5) (teachers and other personnel of the Department of Education) to appoint a nonvoting public school teacher representative to the Board, subject to certain conditions. RELATING TO THE ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM. Specifies that a health care provider shall not be required to consult the electronic prescription accountability system for patients when the prescription will be directly administered under the supervision of a health care provider; provided that the system is consulted when the patients are initially admitted at a hospital; for patients in post-operative care with a prescription limited to a three-day supply; or for patients with a terminal disease receiving hospice or other palliative care. RELATING TO SATELLITE NAVIGATION TECHNOLOGY. Prohibits the sale or offering for sale of location data collected using satellite navigation technology without the explicit consent of the individual who is the primary user of the satellite navigation technology-equipped device. (SD1)

RELATING TO ELECTRIC FOOT SCOOTERS. Establishes a framework for the Department of Transportation and the counties to regulate electric foot scooters. Adds definition of electric foot scooter and includes an electric foot scooter as a bicycle for certain laws. Amends definitions of moped, motor vehicle, rental motor vehicle, and vehicle to exclude electric foot scooters. Prohibits use of electric foot scooters to individuals under the age of fifteen. Effective 7/1/2050. (SD1)

RELATING TO THE HAWAII LABOR RELATIONS BOARD. Allows the filing of documents with the Hawaii Labor Relations Board by the original paper document or electronically. Takes effect 1/1/2051. (SD1)

RELATING TO NONPROFIT CORPORATIONS. Prohibits a public benefits corporation from purchasing its own memberships. Clarifies functions, duties, and composition of nonprofit boards of directors. Permits boards to take action without a meeting through electronic means. Clarifies time limits for notice to the Attorney General for oversight purposes. Makes housekeeping amendments. (SD1)

RELATING TO CHARITABLE ORGANIZATIONS. Clarifies requirements for submission of financial reports by professional solicitors and commercial co-venturers that raise funds for a charitable organization. Eliminates audit report requirements for charitable organizations not otherwise subject to audit requirements. Conforms language to that used by the Internal Revenue Service and other statutes. (SD1)

RELATING TO INVOLUNTARY HOSPITALIZATION. Establishes an involuntary hospitalization task force to examine existing law and make recommendations to the legislature to reduce unnecessary emergency department admissions and improve access for MH-1 patients to the most appropriate level of care. (SD1)

RELATING TO THE INTERSTATE WILDLIFE VIOLATOR COMPACT. Authorizes the Department of Land and Natural Resources to enter into the Interstate Wildlife Violator Compact or similar agreement for mutual assistance in the enforcement of wildlife laws. (SD1)
