Requires that if a proposed increase in the wholesale price of certain drugs would result in a 16% or more price increase over a 2‑year period, the drug manufacturer shall notify various drug insurance providers.

RELATING TO ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM.

Allows the Department of Public Safety Narcotics Enforcement Division Administrator to disclose, at the Administrator's discretion, confidential information from the Electronic Prescription Accountability System, more commonly known as the Prescription Drug Monitoring Program, to authorized employees of the State of Hawaii Department of Health Alcohol and Drug Abuse Division and the Emergency Medical Services and Injury Prevention Systems Branch. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

    Testifier's name with position/title and organization;

    The date and time of the hearing; and

Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
