RELATING TO CHILD CARE.

Requires criminal history record checks of adult relatives who provide care for a child whose family receives a child care subsidy from the Department of Human Services. Clarifies the role and response of the child care licensing program when it receives a report of death or injury of a child in a child care setting. Addresses the release of information pending an investigation. Increases penalties and clarifies that the Department of Human Services may take administrative and judicial action to enforce child care licensing requirements. Takes effect 7/1/2050.

RELATING TO THE SPOUSE AND CHILD ABUSE SPECIAL FUND.

Exempts the spouse and child abuse special fund from the central service assessment and administrative expense assessment. Amends the spouse and child abuse special fund to allow reimbursements of federal funds in the year following the fiscal year in which the Title IV-E funds were expended, to be deposited and expended for state-funded share of spouse or child abuse and neglect prevention, intervention, and other related services.

Appropriates funds to homeless programs, including outreach, rapid re-housing, housing first, family assessment centers, and diversion programs and the coordinated statewide homelessness initiative. Establishes a long-term rental assistance pilot program for individuals over sixty years old.

Requires the Department of Human Services to implement an earned income disregard program as an intermediate step to implementing a medicaid buy-in program. Requires reports to the legislature. Takes effect upon approval by the Centers for Medicare and Medicaid Services.

RELATING TO CONDOMINIUM VOTING.

Permits a condominium board to direct the use of an electronic voting device at any condominium association meeting regardless of whether a secret ballot is used or required. Requires a condominium board to take reasonable steps to ensure secrecy and integrity of the votes, and that an audit trail be available after the meeting.

AUTHORIZING THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS FOR MELE ASSOCIATES, INC., A RENEWABLE ENERGY DEVELOPER SERVING THE GENERAL PUBLIC IN PROVIDING ELECTRIC ENERGY.

Authorizes the issuance of special purpose revenue bonds to Mele Associates, Inc., a renewable energy developer, for the provision of electric energy and installation of renewable energy projects in Hawaii.

Grants procurement priority for fuel cell electric vehicles for state and county vehicle purchases. Includes fuel cell electric vehicles in the definition of "electric vehicles" for purposes of parking fee exemption, high occupancy vehicle lane use, registration, and required parking spaces in places of public accommodation.

Raises the annual $35,000,000 rolling cap to $55,000,000 and extends the repeal date for the Motion Picture, Digital Media, and Film Production Income Tax Credit; provided that the University of Hawaii, West Oahu campus and HTDC execute a memorandum of understanding for a no-cost lease agreement for at least 65 years that includes a provision for the potential transfer of title to a certain parcel of University of Hawaii, West Oahu campus land.

Changes the annual $35,000,000 rolling cap and $15,000,000 per qualified production cap for the Motion Picture, Digital Media, and Film Production Income Tax Credit. Authorizes an additional percentage of the Tax Credit for certain qualified post-production costs. Extends the Tax Credit's repeal date.

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Establishes the Office of Creative Film and Media Industries Hawaii and provides that the Hawaii Film Office and Arts and Culture Development Branch shall be agencies of the Office. Requires Hawaii Film Office employees to be transferred to the Office without any consequence to employment benefits or status. Renames the Hawaii Television and Film Development Special Fund as the Creative Film and Media Development Special Fund and expands the funding sources and uses of the Fund. Establishes and appropriates funds for staffing within the Office. Appropriates funds for operations and programs. Establishes and appropriates funds for a State of Hawaii Office of the Business Development and Support Division in Guangzhou, Guangdong, China.

Requires the Chief Information Officer, in conjunction with the Information Technology Steering Committee, to review, refresh, and submit the State Information Technology Strategic Plan to the Governor and Legislature on 2021 and every four years thereafter.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Requires HTDC to adopt rules to require businesses to return a technology research and development grant award if the recipient business relocates its principal place of business within 5 years of receiving the grant. Appropriates funding through the Research and Development Special Fund for the Research and Development Program of HTDC. Appropriates funds to HTDC for the Small Business Innovation Research Program and Manufacturing Assistance Program. Disallows HTDC grants to businesses that were awarded a competitive contract from the Department of Defense to research hydrodynamics and demand response. Appropriates funding through the Alternative Energy Research and Development Revolving Fund to provide grants. Repeals Act 67, SLH 2018, relating to alternative energy research and development and grants by HTDC. Repeals Act 141, SLH 2018, relating to the Research and Development Program in HTDC. Transfers the rights, powers, functions, and duties of HTDC and HSDC to UH. Appropriates funds to UH to implement the transfer.

Requires the Department of Business, Economic Development, and Tourism (DBEDT) to engage a consulting firm to conduct a study to evaluate policies and organizational changes needed within DBEDT that will enable the State to successfully execute a technology-based economic development strategy. Appropriates funds for DBEDT to engage the consulting firm to conduct the study.

Establishes the Ship Repair Industry Tax Credit to offset costs incurred to construct and put into service a purpose-built floating drydock at Pearl Harbor for use by the United States Navy. Repeals Capital Infrastructure Tax Credit. Applies to taxable years beginning after 12/31/2019.

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST PEARL HARBOR FLOATING DRYDOCK, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Pearl Harbor Floating Drydock, LLC, for the construction of a purpose-built floating drydock at Pearl Harbor to service submarines and surface ships.
