RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM PLUS.

Establishes the University of Hawaii Promise Program Plus to provide scholarships for the unmet direct cost needs of qualified students enrolled in a bachelor's degree at the University of Hawaii who are (1) graduates of a University of Hawaii community college who received a Hawaii Community College Promise Program Scholarship; and (2) enrolled at any University of Hawaii campus. Appropriates funds to establish and implement the program.

Establishes a wind resistive device tax credit for the purchase and installation of wind resistive devices in a non-condominium residential dwelling. Establishes a process, beginning on January 1, 2020, for automatically preregistering or registering public school-enrolled students who are at least 16 years old.

RELATING TO VACANT AND ABANDONED RESIDENTIAL PROPERTY.

Requires counties to expedite demolition permits for vacant and abandoned residential homes. Allows the department of taxation to seek sale of the property through non-judicial foreclosure of vacant and abandoned residential properties with outstanding recorded state tax liens at any time after establishing vacancy and abandonment.

RELATING TO SMOKING.

Establishes a $100 fine for persons over twenty-one who smoke on public school property or at public school functions.
