RELATING TO PUBLIC UTILITY INFRASTRUCTURE.

Requires the public utilities commission to determine whether the implementation of a cost recovery and income generating mechanism of leasing unused fiber, conduit, and other infrastructure is in the public interest.  Requires the public utilities commission to report on economic incentives, cost recovery mechanisms considered, and the financial impacts where implemented.

RELATING TO INSURANCE.

Clarifies that the existing health insurance mandate for coverage of low-dose mammography includes coverage for digital mammography and breast tomosynthesis.

RELATING TO PRESCRIPTIONS.

Clarifies that existing law intended to curb over-access to and abuse of opioids, including the time frame for filling prescriptions, supply limitations, and requirements to check the state electronic prescription accountability system and execute an informed consent process, do not apply to qualifying patients who are prescribed or issued prescriptions pursuant to the State's our care, our choice act.

RELATING TO HEALTH CARE.

Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for a comprehensive category of reproductive health services, drugs, devices, products, and procedures.  Prohibits discrimination in the provision of reproductive health care services.

RELATING TO GENDER IDENTITY.

Prohibits both sexual orientation and gender identity change efforts under Chapter 453J, Hawaii Revised Statutes.

RELATING TO THE LICENSURE OF MIDWIVES.

Establishes licensure of midwives including scope of practice, professional code of conduct, continuing education requirements, and prescriptive drug authority.  Appropriates funds from the compliance resolution fund.  Exempts traditional birth attendants and Native Hawaiian healers from licensure requirements.
