RELATING TO ENVIRONMENTAL PROTECTION.

Prohibits sale of polystyrene foam food service containers and the sale or service of food using polystyrene containers statewide. Authorizes the Department of Health to adopt rules for implementation including for enforcement, exemptions, and consumer education. (SB367 HD1)

Status

RELATING TO PLASTIC.

Prohibits the purchase, use, sale, or distribution of plastic beverage bottles, utensils, stirring sticks, polystyrene foam containers, plastic bags and straws by state and county agencies, restaurants, standard bars, and any other businesses or individuals on a certain date. Creates the plastic source reduction working group to make recommendations for eliminating single-use plastic packaging. Establishes the Solid waste Prevention Coordinator. Appropriates funds. RELATING TO LEASEHOLD CONDOMINIUMS ON LANDS CONTROLLED BY THE STATE.

Authorizes HHFDC to enter into 75-year leases for residential condominium units developed on state lands. Exempts certain land from the definition of public land. Subjects certain land to the legislative approval requirement for the sale or gift of the lands. (SB1190 HD1)

RELATING TO TRANSIENT ACCOMMODATIONS.

Adds definitions to the TAT law. Amends the definition of "transient accommodations" to include additional forms of transient accommodations. Makes any person who fails to register with DOTAX subject to a citation process and monetary fines. Requires hosting platforms that collect fees for booking services to register as collection agents on behalf of its operators and plan manager for GET and TAT. (SB1292 HD1)

RELATING TO PHARMACY BENEFIT MANAGERS.

Provides that a pharmacy benefit manager may not prohibit the sharing of an insured individual's cost share for a prescription drug and clinical efficacy of a more affordable alternative drug and prevents penalization of a pharmacy or pharmacist for sharing such information. (SB1401 HD1)

RELATING TO PHARMACY BENEFIT MANAGERS.

Establishes contract, cost disclosure, reimbursement, appeals, and information protection requirements for pharmacy benefit managers that contract with small, independent, and isolated pharmacies. Establishes enforcement jurisdiction in the Department of Commerce and Consumer Affairs. (SB1521 HD1)

Status

RELATING TO ELECTRONIC SMOKING PRODUCTS.

Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid and electronic smoking devices in regulatory and taxation requirements applicable to tobacco products. Increases tobacco wholesaler or dealer license fees and retail permit fees. Allocates portions of tobacco tax revenues to the Hawaii Tobacco Prevention and Control Trust Fund and to support tobacco and cancer prevention research. Repeals statutory provisions made obsolete. Status

RELATING TO FLAVORED TOBACCO PRODUCTS.

Bans the sale of flavored tobacco products except for menthol or mentholated products. Prohibits mislabeling of e-liquid products containing nicotine. Establishes fines and penalties for violations. (SB1009 HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony should indicate:

    Testifier's name with position/title and organization;
