Limits medical malpractice liability for residents and fellows in accredited post graduate residency and fellowship programs acting under the supervision of a licensed physician.

RELATING TO RECORDATION TRANSACTION FEES.

Expands the uses and application of the transaction fee for filings in the Bureau of Conveyances authorized under Act 120, Session Laws of Hawaii 2009.  Applies fee to all transactions in the Bureau and Land Court.  Repeals the transaction fee upon adoption of rules by DLNR or July 1, 2022.  (HB777 HD1)

RELATING TO MORTGAGE SERVICERS.

Authorizes the Commissioner of Financial Institutions to modify requirements and make new requirements in chapter 454M, Hawaii Revised Statutes, to implement changes and improvements made to NLMS.  Authorizes the Commissioner of Financial Institutions to issue cease and desist orders against licensees and unlicensed persons and to enter into consent orders.

RELATING TO PHARMACY BENEFIT MANAGERS.

Transfers regulatory jurisdiction for pharmacy benefit managers from the Department of Health to Department of Commerce and Consumer Affairs, including provisions for reimbursement amounts, disclosure of information, complaints process, and enforcement.  (HB1442 HD1)

Status

RELATING TO ELECTRONIC SMOKING PRODUCTS.

Establishes the offense of unlawful shipment of e-liquid products.  Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law.  Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products.  Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products.  Allocates a portion of collected excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth.  Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices.  (HB1574 HD1)
